The Greenburgh Town Board appreciates comments from residents at its open meetings.  Recently, comments have been made that, whether intended or not, were hurtful to other members of the public because the comment perpetuated racial or religious tropes and stereotypes.  We believe it is appropriate to remind everyone that bigotry and hate have no place in Greenburgh.  As we move forward we will work together to educate each other around this issue.  Our goal is to maintain a robust and constructive dialogue.  We are confident that this Town can continue to have these dialogues.

MOMENT OF SILENCE

In memory of the people of Israel killed during Hamas’ unprecedented terrorist attack on Israel which started on Saturday, October 7, 2023, with more than 1200 people, mostly civilians, slaughtered, including more than 200 indiscriminately shot and killed en masse at a popular music festival, entire families massacred in their homes, and other acts too gruesome/inhumane to include here, with more than 150+ others kidnapped to use as hostages and human shields, including the infirm, elderly, a holocaust survivor, women, children, toddlers and newborns.  While we mourn, we support the leadership of France, Germany, Italy, the United Kingdom, and the United States’ Joint Statement unequivocally condemning Hamas and its terrorist acts, stating, in part: “Our countries will support Israel in its efforts to defend itself and its people against such atrocities….All of us recognize the legitimate aspirations of the Palestinian people, and support equal measures of justice and freedom for Israelis and Palestinians alike.  But make no mistake: Hamas does not represent those aspirations, and it offers nothing for the Palestinian people other than more terror and bloodshed.”  May those lost due to this horrendous ongoing terrorist aggression rest in peace and may peace be restored to Israel.

In memory of the people of Ukraine killed during Russia's invasion and relentless intentional targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, deliberately targeting utilities used by civilians to leave them without electricity and heat through the brutal winter weather, with mass graves being found after invaded areas have been retaken, and now Russia's aggressive bombing of Ukraine's food-producing infrastructure to disrupt food supplies worldwide, all in Russia's effort to destroy Ukraine and its people, who are forced to fight for their land, their freedom, and general democratic principles.  May they rest in peace and peace be restored to Ukraine.

Following the Moment of Silence Daniel Tropp of Irvington will speak regarding efforts to support our Israeli brothers and sisters in their fight against Hamas' brutal attack on innocent men, women, and children.

          GOOD NEWS...The Town continues (since 2008) to have the highest possible bond rating from Standard & Poors (AAA) and (since 2010) (Aaa) from Moody's.  Less than 1% of communities in the nation have this record of financial stability.  Recently, on 09/21/2023, Moody's reaffirmed the Town earned Moody's highest rating and, on 09/18/2023, Standard & Poors once again reaffirmed the Town earned Standard & Poors' highest rating.

To consider a proposed Local Law amending Section 44 of Chapter 440 of the Code of the Town of Greenburgh entitled “Taxation” by increasing the maximum allowable household income from $40,000 to $50,000 for Seniors and Persons with Disabilities Occupying Rent Controlled Properties (See Resolution TB 1)
 
To consider a one-year agreement between the Town of Greenburgh and the Village of Tarrytown to provide fire protection services to Unincorporated Greenburgh residents of the Glenville Fire Protection District for the year 2021, at a cost not to exceed $256,378 (Held over to Town Board Meeting of 10/25/2023)
 
To consider a one-year agreement between the Town of Greenburgh and the Village of Tarrytown to provide fire protection services to Unincorporated Greenburgh residents of the Glenville Fire Protection District for the year 2022, at a cost not to exceed $287,986.39 (Held over to Town Board Meeting of 10/25/2023)

Advance signup is required.  A continuous five minute limit per speaker per hearing will be strictly enforced.  The clock will start when a speaker begins speaking and will not be stopped for any reason until the speaker is finished or five minutes has elapsed, whichever occurs first.  Interruptions by Town Board members, the Town Clerk or the public will not be permitted.  If a speaker insists on an immediate answer, should an answer be provided, it shall be part of the speaker's five minute allocation and not be interrupted.  There will be a second five minute round unless the hearing is going to be adjourned to a subsequent hearing date.
