a.   Case No. PB 22-24 Hart Hills Hospitality, 45 North Washington Avenue (P.O. Hartsdale, N.Y.) – Site Plan, Planning Board Steep Slope Permit, and Tree Removal Permit
A work session to discuss the decision of a Site Plan, Planning Board Steep Slope Permit, and Tree Removal Permit application involving the proposed construction of an eight (8) unit multifamily residence, with related improvements. The Applicant proposes to remove an existing single-family house and construct a two-story, eight (8) unit multifamily building with parking partially underneath the building. The Applicant proposes approximately 7,751 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 2,087 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 1,440 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 2,623 cubic yards of excavation and approximately 0 cubic yards of imported fill. The Applicant proposes to remove nine (9) regulated trees, requiring a Tree Removal Permit, and has prepared a landscaping plan providing for the planting of 19 trees as replacement. On October 19, 2023, the Zoning Board of Appeals granted the following area variances required in connection with the project: (1) minimum lot area, from 24,000 sq. ft. (required) to 22,912 sq. ft. (approved); (2) maximum building coverage, from 18.3% (permitted) to 18.8% (approved); (3) rear setback, from 40 feet (required) to 35.16 feet (approved); (4) minimum distance of off-street parking to the principal building, from 10 feet (required) to 4.2 feet (approved); and (5) reduced loading berth size, from 15 feet by 45 feet (required) to 8 feet by 26 feet (approved). The property consists of approximately 27,378 sq. ft. (0.63 acres) and is situated on the northwesterly side of North Washington Avenue, approximately 400 feet from the intersection with West Hartsdale Avenue. The property is located in the M-14 Multifamily Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.250-183-3.
 
b.   Case No. PB 15-32 Crossroads Shopping Center, 423 Tarrytown Road (P.O. White Plains, N.Y.) – Amendment to Letter of Planning Board Shared Parking Reduction Approval
A work session to discuss a request for an amendment to a previously issued, and amended, Shared Parking Reduction approval for the Crossroads Shopping Center located at 423 Tarrytown Road, P.O. White Plains. On January 21, 2016, the Crossroads Shopping Center received a Shared Parking Reduction approval from the Planning Board under Case No. PB 15-32, which provided for the conversion of four (4) tenant spaces (spaces 17, 23, 35 & 36), totaling 8,744 sq. ft., from retail use to restaurant use. On July 6, 2017, the Planning Board approved an amendment to the Shared Parking Reduction approval, shifting 4,346 sq. ft. of restaurant space from tenant space 17 to tenant space 4, leaving a total of 1,632 sq. ft. of space available for restaurant use in tenant space 23. The Applicant now proposes a further amendment to the approved Shared Parking Reduction to shift a total of 5,680 sq. ft. of restaurant space from tenant spaces 16, 23, and a portion of 20, to tenant spaces 11 and 38, totaling 5,680 sq. ft. The Applicant has identified that tenant space 16, consisting of 3,300 sq. ft. in area, had previously been approved for restaurant use, though it currently operates as a retail use. Similarly, tenant space 23, consisting of 1,632 sq. ft. in area, had previously been approved for restaurant use, though it currently operates as a retail use. A portion of tenant space 20, consisting of 748 sq. ft. in area, previously operated as a restaurant use, though it is currently vacant and would operate as a retail use in the future. This proposal would not result in the need for an additional Shared Parking Reduction. The property consists of approximately 706,543 sq. ft. (16.2 acres) and is situated between Tarrytown Road and Dobbs Ferry Road. The property is situated in the UR Urban Renewal District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-295-1.
 
5.   NEW BUSINESS
 
a.   Case No. TB 23-16 Elmwood Parkland Master Plan, Dobbs Ferry Road (P.O. White Plains, N.Y.) – Recreation Fee Use Request
A work session to discuss a recommendation to the Town Board regarding the proposed use of up to $23,000 of recreation escrow funds for the purpose of funding a master plan associated with developing the future 14.1 acre park property that borders East Rumbrook Park and which will be annexed to it. The parcel will be offered for donation to the Town in connection with Conditions 17.1 and 17.2 of the Elmwood Preserve Subdivision approval letter, dated August 17, 2023 (Case No. PB 22-20).
 
b.  


Case No. PB 23-26 White Plains 450 Realty, LLC, 450-460 Tarrytown Road (P.O. White Plains, N.Y.) – Preliminary Subdivision (Initial Conference)
An initial conference to discuss a potential future Preliminary Subdivision application involving the subdivision of one (1) existing lot into two (2) lots. The lot currently contains two (2) vacant buildings, each of which is proposed to be on its own lot, with a shared driveway easement between the buildings to allow for access to the rear. The potential tenants or uses of the buildings currently are unknown, though Town staff is aware that Nissan has expressed interest in occupying the 460 Tarrytown Road building/site. If the Applicant formally submits a Subdivision application, it is likely that area variances for setbacks, impervious surface coverage, and building coverage would be required for each lot. No site work is proposed as part of this potential future application. The property consists of approximately 76,327 sq. ft. (1.75 acres) and is situated on the northerly side of Tarrytown Road, approximately 350 feet east of the intersection of Tarrytown Road and Yellowstone Avenue. The property is located in the IB Intermediate Business District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-296-7.
 
6.   ESTABLISH DATE FOR NEXT MEETING
The next regularly scheduled meeting of the Greenburgh Planning Board will be held on Wednesday, January 3, 2024 and is scheduled to begin at 7:00 pm.
