Pursuant to Town Code 570-11(F) all written opinions, advisory opinions, findings and recommendations shall be a matter of public record, and shall be filed in the office of the Town Clerk. Prior to the time of issuance, to the extent required and permitted by law, all deliberations shall be confidential and information shall be kept confidential.
Board of Ethics Rule 4. Board of Ethics Rules and Regulations
 
Rule 4
j. Public Participation: The public may and is encouraged to attend open meetings of the BOE. The public does not attend when the BOE convenes in Executive Session. At open meetings, allowing the public to speak is within the discretion of the BOE. However, it is the intent of the BOE, subject to reasonable rules as it may impose, to allow the public to speak, which includes placing a time limit on public comments. A member of the public will not be allowed to comment until recognized by the chair.  The members of the BOE are not required to respond to any comments or questions posed by any member of the public unless a member of the board feels a response is warranted.  A public comment period may be scheduled on the agenda. Public comment is subject to the necessary rule of avoiding excessive repetition, obstructionism or personal attacks. The subject matter of public comment is to be limited to matters pending before the board.  The Chairman or a majority of the members present may rule that a speaker is out of order.
k. Correspondence: In lieu of public comment in-person at a meeting, the board may treat written correspondence or email addressed to the board on a pending matter as public comment. Correspondence must be addressed to the BOE. Correspondence addressed to individual BOE members will not be accepted as public comment. Correspondence addressed to the BOE by way of a CC, which is directly addressed to another board, member, officer or employee of the Town will not be accepted as comment. Any correspondence received by the BOE no less than forty-eight hours before a scheduled meeting, which is recognized as public comment, will be acknowledged at the meeting as having been received. The author of correspondence accepted as public comment will be identified at the meeting. The members of the BOE are not required to respond to any comments or questions posed by any member of the public unless a member of the board feels a response is warranted.
