5. WETLAND/WATERCOURSE PERMIT REFERRALS
             
a. PB 19-06 Leven – 3 Bayberry Road, P.O. Elmsford – Minor Project Wetland/Watercourse Permit
The Department of Community Development and Conservation is in receipt of application materials associated with a minor project wetland/watercourse permit application involving the proposed construction of an approximately 525 sq. ft. rear porch addition, to an existing single-family residence. The watercourse and watercourse buffer area on the applicant’s property consists of approximately 30,867 sq. ft., and the applicant is proposing approximately 700 sq. ft. of disturbance. The applicant proposes approximately 20 cubic yards of excavation, and 0 cubic yards of imported fill. The applicant proposes one (1) drywell to handle stormwater runoff from new impervious surfaces. No regulated tree removal is proposed in connection with the project. The subject property consists of approx. 46,169 sq. ft., and is situated on the easterly side of Bayberry Road, approximately 175 ft. north of the intersection of Bayberry Rd. and Payne Road. The property is situated in the R-40 One-Family Residence District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.200-92-10.4.
             
b. PB 16-25 Teverbaugh – Vacant Lots, Van Cott Avenue, P.O. White Plains – Wetland/Watercourse Permit
The Department of Community Development and Conservation is in receipt of application materials associated with a Planning Board wetland/watercourse permit application, provided in connection with a subdivision proposal involving the proposed creation of three (3) buildable lots, for the purpose of constructing three (3) new single-family residences with related improvements, and a 20-foot wide private roadway (Van Cott Avenue) for access purposes. The watercourse and watercourse buffer area on the applicant’s property consist of approximately 20,855 sq. ft., and the applicant is proposing approximately 17,314 sq. ft. of disturbance, associated with the proposed development of the site. As part of the project, the applicant proposes to divert the surface water runoff which has formed a drainage channel (watercourse) on the property, through the installation of a curtain drain along the property line between proposed Lots 2 & 3, and a secondary curtain drain along the rear property line across all 3 of the proposed lots, which is proposed to tie in to the existing drainage channel (watercourse) where it exists outside of the proposed development area, on the west side of the proposed private road. The applicant proposes approximately 3,192 cubic yards of excavation, and 1,615 cubic yards of imported fill, requiring a Fill Permit from the Town Engineer. The applicant proposes the installation of drywells on the individual lots, to handle stormwater runoff from new impervious surfaces. The applicant proposes the removal of 88 regulated trees from the site, and proposes the planting of 67 new trees, as well as wetland/watercourse mitigation plantings, as replacement. The subject properties consist of approximately 41,452 sq. ft., are situated along an undeveloped paper street known as Van Cott Avenue, and are located approximately 100 feet south of Windom Street. The properties are located in the R-10 One-Family Residential District, and are designated on the tax map of the Town of Greenburgh as Parcel ID: 7.520-316-11, 12, 13, 14 & 15.
