Town of Greenburgh Board of Ethics

Board Members Present:  Tim Hays, Trudy Holand, David Schwartz, Blase Spinozzi
Counsel Present:  David Fried, First Deputy Town Attorney

1. Meeting convened at 5:09 p.m.

2. The Chair welcomed members of the public.

3. Adopted the Agenda.

4. Adopted minutes of June 25, 2020 meeting.

5. Ethics Training:  Mr. Fried reported there was no change in the number of people who have taken the online ethics training due to the ongoing pandemic. The Board will continue to follow progress of ethics training in the future.

6. Financial Disclosure Form:  Mr. Fried stated that 86 percent of those who must file have filed their Financial Disclosure forms as of this date.  The filing date has been extended due to the pandemic.

7. Correspondence:  The Board is in receipt of two emails from Hal Samis which repeated issues and comments heretofore noted.  The rules of the Board discourage repetition and therefore the Board declined to comment.   

The Board is in receipt of correspondence from an anonymous resident reporting what was perceived as private use of an official vehicle.  The Board has been informed that the matter has been referred to the appropriate department head and is being dealt with internally at this time.

Councilman Jones reported to the Board of Ethics what steps he has taken to ensure there will be no further campaign contribution violations going forward.  The Board has accepted Mr. Jones’ efforts to comply with the code, and is satisfied at this time that Mr. Jones has met the requirements enumerated in Opinion 2020-2.

8. Verified Citizen Complaint Lederer-Plaskett v Jones:  The Board unanimously adopted Opinion 2020-3.

9. Public Comments:  Hal Samis addressed the Board, and repeated comments heretofore made.  In addition to his repetitive dialogue, Samis brought to the attention of the board that he is aware of a Greenburgh police officer who made a contribution to Mr. Jones’ campaign. This officer was not raised in Samis’ original citizen complaint.

10. Schedule Next Meeting:  5 p.m., Thursday, July 25, 2020, to be conducted via Zoom.   

         Meeting adjourned at 5:46 p.m.
