Town of Greenburgh Board of Ethics
Wednesday, August 15, 2018 6:30 p.m.
Town Hall, Steven Belasco Conference Room


Board Members Present: Doris Friedman, Esq., Carol Sarcinella, EdD; Blase Spinozzi, Craig Zumsteg.

Volunteer Counsel. Joseph Malara, Esq.

Also present: David R. Fried

  1. Meeting was convened at 6:30 p.m. A quorum of the Board of Ethics was present.
  1. Adopted the Agenda with a modification to add David R. Fried.
  1. Mr. David R. Fried, First Deputy Town Attorney, reported to the Board of Ethics that 100 percent of management has filed individual financial disclosure forms. Eighty-seven percent of the members of boards, agencies, and commissions have filed individual financial disclosure forms. The next step would be to contact these individuals with a final reminder before posting of their names on the Town website.

Mr. Fried also discussed the progress of ethics training. The members of the court received their group training. Elected officials and department heads would receive training in the late fall. Only 35 percent of the members of boards, agencies, and commissions have completed their training despite the ease of on-line training. Encouragement and reminders will be needed.
  1. Adopted the Minutes of the June 20, 2018, meeting.
  1. Correspondence. No correspondence was received.
  1. Ethics Training. David Fried will e-mail those who have not completed their ethics training.
  1. Financial Disclosure Forms. Blase Spinozzi introduced a MOTION that the Board of Ethics notify the Town Clerk that the final warning letter be sent to those who have not filed their financial disclosure form. Those individuals should be informed that failure to do so by August 31 would result in their names being posted on the Town of Greenburgh website. The motion was seconded by Craig Zumsteg. The Board members unanimously agreed.
  1. Review of the Advisory Opinion regarding Donald Cannon. After reviewing Opinion 2018 – 2, all members of the Board accepted the Opinion.
  1. No members of the public were present.
  1. Voting on any matter postponed by BOE. None.
  1. Next meeting will be Wednesday, October 15, 2018, at 6:30 p.m.

The meeting was adjourned at 7 p.m.
