 MINUTES
Town of Greenburgh Board of Ethics
Thursday, March 23, 2023, 6:30 p.m.
Town Hall, Lee F. Jackson Conference Room
 
Board Members Present:  Blase J. Spinozzi, Chair; Trudy Holand, Secretary; Jacqueline Baranov, Member.
Also Present:  Amanda Magana  Esq., Deputy Town Attorney;  Volunteer Counsel Joseph Malara, Esq.
  1. The meeting was convened at 6:32 p.m.  A quorum of the Board of Ethics was present. 
  2. AGENDA:  The Agenda, as per motion of the Chair, was unanimously adopted. 
  3. MINUTES:  The minutes of the February 23, 2023 meeting, as per motion of the Chair, were unanimously approved. 
  4.  ADVISORY OPINION 2023-2:
 
Deputy Town Attorney Magana noted that the BoE had discussed whether Advisory Opinion 2023-2 applied to other departments in addition to the ones listed in the opinion with Interim Town Attorney Joseph Danko, who confirmed that the opinion applied to all departments.As per motion of Ms. Baranov, seconded by Ms. Holand, the BoE unanimously voted to accept Advisory Opinion 2023-2, which concluded therein that proffered donations by Metropolitan Country Club to the Department of Parks & Recreation and the Greenburgh Police Department to benefit youth programs are not in violation of the Code of Ethics.
 
  1. ETHICS TRAINING:   Deputy Town Attorney Magana reported that EthicsTraining at this time is close to the desired 100 percent.   Ms. Magana advised  the Town will continue its effort to have 100 percent compliance with Ethics Training.  
  2. FINANCIAL DISCLOSURE FORMS:  Ms. Magana advised the BoE that some Financial Disclosure Forms were received, however, many remain outstanding, and that reminders were sent to all persons obligated to file a Financial Disclosure Form, that their completed form must be filed with the Town no later than 5/15/23.  
  3.  CORRESPONDENCE:  The Chair reported there were four emails received by the Board of Ethics since our last meeting.  All correspondence was shared with the members of the Board prior to the meeting.  There was no comment from the Board Members.  
  4. VACANCIES ON THE BOARD OF ETHICS:  The Board of Ethics will remind the Town Board of the need to fill alternates seats on the Board of Ethics.
  5. The Chair prepared and circulated the 2022 Board of Ethics’ Annual Report amongst the members of the BoE.  A motion to accept the report was made, seconded, and unanimously received by the members present at the meeting.  The Chair advised that he will send the report to the Town Board, along with a direction that it be posted on the Town’s Website.  
  6.  Next meeting date 6:30 p.m. , 4/27/23, Greenburgh Town Hall.  
  7.  The meeting was adjourned at 6:39 p.m.
