Case No. PB 24-08 Crossroads Shopping Center, 367-459 Tarrytown Road (P.O. White Plains, N.Y.) – Amended Planning Board Shared Parking Reduction
A work session to discuss a decision on a request to amend a previously approved Planning Board Shared Parking Reduction which facilitated the conversion of approximately 3,498 sq. ft. of existing retail space into restaurant space, resulting in an increase in the required number of off-street parking spaces from 1,563 to 1,581, necessitating a shared parking reduction of 18 parking spaces, which was approved on May 16, 2024. In connection with that decision, the Applicant was approved to convert the entirety of Tenant Space 2, approximately 2,750 sq. ft. in area, into a restaurant use and to convert a portion of Tenant Space 20, approximately 748 sq. ft., into a restaurant use. The rest of Tenant Space 20, approximately 3,619 sq. ft., is already approved as a restaurant use. The Applicant now proposes to shift the previously approved restaurant space to Tenant Space 25 (1,980 sq. ft.), adjacent to Tiger Shulmann’s, and Tenant Space 39b (3,515 sq. ft.), adjacent to Dave’s Hot Chicken, which in total, would equal the square footage of the previously approved conversion. The restaurant space of Tenant Space 2 and a portion of Tenant Space 20 would revert to retail. No external physical changes to the site are proposed. The property consists of approximately 1,181,347 sq. ft. (27.1 acres) and is situated on the southern side of Tarrytown Road and on the northern side of Dobbs Ferry Road. The property is located in the UR Urban Renewal District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-295-1 & 2.

Case No. PB 22-07 Chick-fil-A, 20 Tarrytown Road (P.O. White Plains, N.Y.) – Site Plan, Special Use Permit (Quick Service/Fast Food Establishment), and Tree Removal Permit
A work session to discuss the decision of a Site Plan, Special Use Permit (Quick Service/Fast Food Establishment), and Tree Removal Permit application involving the proposed construction of a new Quick Service/Fast Food Establishment, with related improvements. The Applicant proposes to construct a new, 5,028 sq. ft., 94-seat (74 interior, 20 exterior) Quick Service/Fast Food Establishment, with a double-lane drive-thru. The property has existing curb cuts on Old Kensico Road and on County Center Road. The Applicant proposes to relocate the curb cut on Old Kensico Road and add a curb cut to County Center Road. The Applicant proposes to include 112 parking spaces (79 striped, 33 credited for drive-thru), where 143 spaces are required. A total of thirty (30) off-street parking spaces, dedicated for employee parking only, have been approved to be situated on an adjacent lot located within the City of White Plains zoned Business (B-3). The Applicant proposes to remove 16 regulated trees in the existing parking area, requiring a Tree Removal Permit from the Planning Board, and has prepared a landscaping plan providing for 19 trees and 270 shrubs, as replacement. On November 14, 2024, the Zoning Board of Appeals approved thirteen (13) area variances required in connection with the project. The Applicant seeks waivers from the Planning Board for the required 10-foot landscaped buffers on all sides of the property. The Applicant has prepared a traffic impact study, along with supplemental traffic analyses, which have been reviewed by the Town’s traffic consultant for this project. The subject properties consist of approximately 75,065 sq. ft. (1.7 acres) and are situated on the northerly side of Tarrytown Road, at the intersection of Tarrytown Road and Old Kensico Road. The properties within the Town of Greenburgh are located in the DS Designed Shopping District, are designated on the tax map of the Town of Greenburgh as Parcel ID: 7.570-328-1 & 2, and in total consist of approximately 55,912 sq. ft. The properties within the City of White Plains are located within the B-3 Business District, are designated as Parcel ID: 125.57-3-1 & 2, and in total consist of approximately 19,153 sq. ft.

Case No. PB 17-06 NRSF Subdivision, Ardsley Road and Sprain Road (P.O. Scarsdale, N.Y.) – Request for Amendments to Subdivision Improvement Plans
A work session to discuss a request to amend previously approved Subdivision Improvement Plans (approved under the Final Subdivision and Tree Removal Permit Approval Letter dated October 5, 2023). Due to an adjacent neighbor no longer seeking to pursue its Subdivision application (PB 21-03 Marron Subdivision), the Applicant is proposing to: (1) eliminate two (2) curb cuts on the approved private cul-de-sac roadway; (2) eliminate water connections/meter pits from the adjacent property to the Applicant’s site; and (3) shift required landscaping from the adjacent property onto the Applicant’s property. The proposed modifications will reduce the total amount of impervious surfaces on the subject site and will not result in any modifications to the approved Subdivision Plat.

Case No. PB 24-23 Indy Lab, 1053 Saw Mill River Road (P.O. Ardsley, N.Y.) – Amended Site Plan
A continued work session (November 20, 2024) to discuss an Amended Site Plan application to construct an outdoor play area associated with a new child daycare use. The Applicant proposes to construct an approximately 1,900 sq. ft. outdoor play area, to be fenced by a six-foot-high chain link fence, associated with a proposed 5,400 sq. ft. child daycare center. The daycare use is proposed to accommodate up to 64 children. As part of the outdoor play area construction, 18 off-street parking spaces are proposed to be removed and 7 are proposed to be added, resulting in a net loss of 11 off-street parking spaces. The site requires 145 off-street parking spaces and, with the proposed reduction, would provide 154 off-street parking spaces, meeting Town Zoning Ordinance requirements. The proposed work would reduce the impervious surface coverage from 52.6% to 51.5%, where 65% is permitted. The Applicant has indicated that ten (10) off-street parking spaces will be reserved for parent drop-off from 7:00 am to 9:00 am. The subject property consists of approximately 174,980 sq. ft. (4.02 acres) and is situated on the easterly side of Saw Mill River Road, on the border of the Village of Ardsley. The property is located in the OB-1 Office Business District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.160-101-49.
