Case No. TB 25-05/PB 25-22 Bethel-Knolls, 55 Grasslands Road (P.O. White Plains, N.Y.) – Town Board Zoning Map Amendment, Town Board Site Plan, Town Board Amended Special Use Permit, Town Board Tree Removal Permit, Planning Board Steep Slope Permit & Wetland/Watercourse Permit (Referral from Town Board)
A continued work session (July 16, 2025) to discuss a Zoning Map Amendment (Town Board approval – referral to Planning Board), Site Plan (Town Board approval – referral to Planning Board), Amended Special Permit (Town Board approval), Tree Removal Permit Application (Town Board approval), Planning Board Steep Slope Permit and Wetland/Watercourse Permit application involving the proposed construction of an approximately 41,240 sq. ft. addition onto the existing Knolls buildings associated with 75 new Independent Senior Living units, a related auditorium, and parking lot modifications. The site presently contains a Continuing Care Retirement Community (CCRC) which includes 120 Independent Senior units, 10 assisted living beds, and 20 skilled nursing beds. The Applicant proposes to utilize the existing driveway on the site (with modifications). The Applicant proposes approximately 25,475 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 8,875 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 4,178 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The Applicant proposes disturbance within the 100-foot regulated buffer of an existing off-site wetland/watercourse. No direct disturbance to the off-site wetland/watercourse is proposed. The Applicant proposes the removal of 30 regulated trees and has prepared a landscaping plan providing for the planting of 188 trees and various shrubs, as replacement. The Applicant is proposing to rezone the property from the PUD District to the R-30 One-Family Residence District. The property consists of approximately 29.1 acres (1,271,267 sq. ft.) and is situated on the south side of Grasslands Road, approximately 225 feet west of the intersection of Grasslands Road and Stephens Lane. The property is located in the Planned Unit Development District and is designated on the tax map of the Town of Greenburgh as Parcel ID 7.221-98-11.

a.  


Case No. PB 25-14 Gurreri, 20 Bayberry Road (P.O. Elmsford, N.Y.) – Planning Board Steep Slope Permit
A work session to discuss a Planning Board Steep Slope Permit application involving the proposed construction of a new single-family home with related improvements. The site is currently improved with an existing single-family home, which is proposed to be demolished. The Applicant proposes approximately 1,078 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 159 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 302 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 253 cubic yards of excavation and 253 cubic yards of imported fill, requiring a Fill Permit from the Town Engineer. The Applicant is proposing the addition of five (5) drywells to handle the stormwater runoff from impervious surfaces. The property is located in the R-40 One-Family Residence District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.130-20-8. The property consists of approximately 0.55 acres (23,958 sq. ft.) and is situated on the westerly side of Bayberry Road, the final house on the left before reaching the cul-de-sac.

Case No. PB 25-16 Hong, 414 Central Park Avenue South, (P.O. Scarsdale, N.Y.) –Planning Board Steep Slope Permit
A work session to discuss a Planning Board Steep Slope Permit application involving the proposed construction of a new retaining wall in the rear of a commercial property. The Applicant proposes approximately 0 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 0 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 1,050 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 50 cubic yards of excavation and 0 cubic yards of imported fill. Associated with the proposed retaining wall will be re-grading of the rear portion of the property. The property consists of approximately 3,761 sq. ft. (0.09 acres) and is situated on the easterly side of Central Park Avenue South, approximately 150 feet south of the intersection of Central Park Avenue South and South Healy Avenue. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.350-254-8.

Case No. TB 25-08 Dalewood II & Dalewood III, 353-371 Central Park Avenue North & 401-425 Central Park Avenue North (P.O. Hartsdale, N.Y.) – Town Board Site Plan (referral from Town Board)
A work session to discuss an Amended Site Plan application (Town Board approval – referral to Planning Board) involving proposed modifications to the existing parking lots and drive aisle configurations sought in connection with the planned occupation of a former vacant retail store (Christmas Tree Shop) with a new 20,620 sq. ft. grocery store and 18,579 sq. ft. retail store. The proposed updates include modified vehicular connections between Dalewood II and III shopping centers. As a result of these modifications, Dalewood II would add three (3) parking spaces, from 443 parking spaces (existing) to 446 parking spaces (proposed). The amount of parking spaces for Dalewood III would remain unchanged, but the layout would be modified. Dalewood II consists of approximately 8.55 acres (372,489 sq. ft.) and is situated on the east side of Central Park Avenue, approximately 1,000 feet north of the intersection of Central Park Avenue North and Dalewood Drive. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID 8.150-96-4. Dalewood III consists of approximately 4.57 acres (199,141 sq. ft.) and is situated on the east side of Central Park Avenue, approximately 1,000 feet north of the intersection of Central Park Avenue North and Dalewood Drive. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID 8.150-96-5.
 
6.   ESTABLISH DATE FOR NEXT MEETING
The next regularly scheduled meeting of the Greenburgh Planning Board will be held on Wednesday, September 17, 2025 and is scheduled to begin at 7:00 pm.
