Case No. PB 20-04 Casale, 34-40 & 50 Saw Mill River Road (P.O. Hastings-on-Hudson, N.Y.) – Preliminary Subdivision, Site Plan, and Planning Board Steep Slope Permit
A work session to discuss the decision of a preliminary subdivision, site plan, and Planning Board steep slope permit application for a proposal consisting of the resubdivision of three (3) existing tax lots (8.610-421-72, 8.610-421-73, and 8.610-421-74) into one (1) lot. The applicant proposes to modify the layout of the site by moving storage bins to more efficient locations, adding off-street parking spaces, adding storage locations, and related site improvements. The applicant proposes approximately 2,900 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 385 cubic yards of excavation. On December 17, 2020, the Zoning Board of Appeals granted area variances required in connection with the project. The properties consist of approximately 45,302 sq. ft. (1.04 acres) and are situated on the east side of Saw Mill River Road between Farragut Avenue and Holly Place. The properties are located in the LI Light Industrial District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.610-421-72, 8.610-421-73, and 8.610-421-74.

Case No. PB 16-21 Loop Road Holdings, LLC, 555 Saw Mill River Road (P.O. Tarrytown N.Y.) – Final Subdivision and Tree Removal Permit
A work session to discuss the decision of a final subdivision and tree removal permit application involving a proposal to subdivide a 100.18 acre parcel into two (2) lots (Proposed Lot 1 – 60.01 acres and Proposed Lot 2 – 40.17 acres), and to develop a research and development campus on proposed Lot 1, consisting of nine (9) buildings, totaling 1,016,190 sq. ft. of research and development and related space, five (5) parking structures, and related improvements. The project involves the removal of 1,945 regulated trees, requiring a tree removal permit from the Planning Board. On January 4, 2018, the applicant received preliminary subdivision, Planning Board steep slope permit, and wetland/watercourse permit approvals. On November 7, 2019, the Planning Board re-approved the preliminary subdivision application, which previously had expired, with minor modifications to the layout along Proposed Lot 2’s frontage to accommodate a right-of-way taking by the New York State Department of Transportation. The property consists of approximately 2,613,996 sq. ft. (100.18 acres) and is situated on the west side of Saw Mill River Road (NYS Rt. 9A) approximately 300 ft. from the intersection of Old Saw Mill River Road and Grasslands Road (NYS Rt. 100C). The property is located in the PED Planned Economic Development District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.71-6-2.

Case No. PB 20-27 Dalewood II Shopping Center, 377 Central Park Avenue North (P.O. Hartsdale, N.Y.) – Special Permit (Restaurant) and Planning Board Shared Parking Reduction
A public hearing to discuss a Planning Board special permit (restaurant) application and a Planning Board shared parking reduction request involving the proposed conversion of a 2,000 sq. ft. vacant retail space into a restaurant space, to facilitate a bakery-style restaurant. The restaurant is proposed to contain up to 30 seats and requires an additional 17 off-street parking spaces. The site previously was granted a shared parking reduction of 79 spaces, from 522 spaces (required) to 443 spaces (approved), under Case PB 16-34, which approved one retail storefront and one restaurant storefront. The applicant is requesting a shared parking reduction to account for the 17 additional off-street parking spaces required in connection with the proposed conversion of already built-out space (460 spaces required – 443 spaces proposed) initially approved for use as a retail storefront. No existing parking spaces will be removed in connection with the proposal. The property consists of approximately 372,489 sq. ft. (8.55 acres) and is situated on the western side of Central Park Avenue North (NYS Route 100) approximately 1080 ft. from the intersection of Fieldstone Drive. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.150-96-4. A portion of the property (approximately 24,800 sq. ft. or .57 acres) is located in the City of White Plains.

Case No. PB 20-12 Gjelaj, 65 Mercer Avenue (P.O. Hartsdale, N.Y.) – Planning Board Steep Slope Permit and Tree Removal Permit
A public hearing to discuss a Planning Board steep slope permit and tree removal permit application involving the proposed construction of a new 2-story single family residence with an attached 2-car garage, as well as a flagstone walkway, asphalt patio, stone patio, and retaining wall. The applicant proposes the installation of six (6) Cultec 330XLHD subsurface retention chambers to handle stormwater runoff. The applicant proposes approximately 4,062 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 2,926 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 326 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 504 cubic yards of excavation. The applicant proposes the removal of five (5) regulated trees, requiring a tree removal permit, and has prepared a landscaping plan calling for the planting of two (2) Holly trees, two (2) Sugar Maple trees, and various shrubs, as replacement. It is noted that this property, via a prior owner/applicant (Riotto), previously received a steep slope permit from the Planning Board for construction of a single family residence under Case No. PB 15-05, approved November 5, 2017. That permit has been extended twice and currently is valid through November 5, 2021. The property consists of approximately 12,282 sq. ft. (0.28 acres) and is situated along the northwest side of Mercer Avenue, approximately 150 feet north of the intersection of Mercer Avenue and Findlay Avenue. The property is located in the R-7.5 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.260-208-3.

Case No. PB 20-21 Brightview-Metropolis, 289 Dobbs Ferry Road (P.O. White Plains, N.Y.) – Preliminary Subdivision, and Planning Board Steep Slope Permit
A public hearing to discuss a preliminary 3-lot subdivision and Planning Board steep slope permit application for a project consisting of the proposed construction of a 155-unit (186 bed), approximately 174,571 sq. ft. Continuum of Care Facility on an approximately 5 acre lot (proposed Lot 1) of what currently is part of the Metropolis Country Club property. The applicant is proposing an approximately 3.17 acre lot (proposed Lot 3), consisting of an adjacent and contiguous conservation easement area, to meet the required 8 acres for a Continuum of Care Facility. Proposed Lot 2, consisting of approximately 123.86 acres, would continue to operate as the Metropolis Country Club. The applicant proposes approximately 176,139 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 29,259 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 3,755 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The applicant proposes the installation of Stormtech stormwater chambers and a detention pond to handle the additional stormwater runoff. The applicant proposes the removal of 192 regulated trees, requiring a tree removal permit from the Town Board, and has prepared a landscaping plan calling for the planting of 256 trees, as replacement. The project also requires site plan and special permit approvals from the Town Board (TB 20-10). The subject properties consist of approximately 132.03 acres and are situated on the southerly side of Dobbs Ferry Road, west and south of Sciortino Place. The properties are located in the R-15 and R-20 Zoning Districts and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.10-1-6, 8.141-94-15, 16, 17 & 18.

Case No. PB 20-17 Housing Action Council, 112 North Lawn Avenue (P.O. Elmsford, N.Y.) – Preliminary Subdivsion and Planning Board Steep Slope Permit
A work session to discuss a preliminary subdivision and Planning Board steep slope permit application for a proposal consisting of the proposed subdivision of one existing lot into two (2) buildable lots for the purpose of constructing two (2) new single family homes, with related improvements. The applicant is proposing the construction of two (2) new 2-story residences with stone patios on lots proposed to be 7,956 sq. ft. (0.18 acres) and 8,055 (0.19 acres) in area. The applicant proposes both driveways to have curb cuts on Evarts Avenue. The applicant proposes approximately 2,897 sq. ft. of disturbance to 15- 25% slopes (STEEP SLOPES), approximately 152 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 25 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 900 cubic yards of excavation. The applicant proposes the removal of five (5) regulated trees in connection with the project, requiring a tree removal permit from the Planning Board, and proposes the planting of 15 trees, as replacement. The property consists of approximately 16,011 sq. ft. (0.37 acres) and is situated along the east side of North Lawn Avenue, approximately 250 feet south of the intersection of North Lawn Avenue and Payne Street. The property is located in the R-5 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.190-80-10.

Case No. PB 19-13 Thompson, 2111 Saw Mill River Road (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit and Tree Removal Permit
A work session to discuss a Planning Board steep slope permit application involving: (1) legalization of previously developed site improvements, including repair and expansion of pathways and related stairways, repair and construction of retaining walls, and re-grading activities at the rear of the property; (2) legalization of building and patio enclosures; (3) the proposed construction of a new detached 1,700 sq. ft. garage structure; and (4) a proposed 1,157 sq. ft. driveway expansion. The applicant proposes 1,864 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 436 sq. ft. of disturbances on 25-35% slopes (VERY STEEP SLOPES), and 310 sq. ft. of disturbances on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 34 cubic yards of excavation and 0 cubic yards of imported fill. The applicant proposes the removal of five (5) regulated trees, requiring a tree removal permit from the Planning Board. The property consists of approximately 46,958 sq. ft. (1.08 acres) and is situated on the north side of Saw Mill River Road, approximately 500 feet east of the intersection of Worthington Road and Saw Mill River Road. The property is located in an R-20 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.380-195-3.
