Case No. PB 24-21 Tan, 56 Dobbs Ferry Road (P.O. White Plains, N.Y.) – Minor Project Wetland/Watercourse Permit
A report from the Town Wetlands Inspector concerning a Minor Project Wetland/Watercourse Permit application involving the proposed paving of a driveway, to replace a gravel driveway, along with the installation of six (6) drywells to handle stormwater runoff generated by impervious surfaces. The property is approximately 44 feet from the channelized Manhattan Brook, and therefore the entire property is within the regulated watercourse buffer area. The project requires approximately 2,957 sq. ft. of disturbance and approximately 25 cubic yards of excavation. The Building Inspector has determined that an area variance for impervious surface coverage is required, from 43.75% (permitted) to 58.22% (proposed). The property consists of approximately 5,000 sq. ft. (0.11 acres) and is situated on the northerly side of Dobbs Ferry Road, approximately 200 feet east of the intersection of Dobbs Ferry Road and Terrace Street. The property is located in the R-5/LTF One-Family/Limited Two-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-295-37.

Case No. PB 24-03 Wang, 6 Cotswold Way (P.O. Scarsdale, N.Y.) – Preliminary Subdivision, Planning Board Steep Slope Permit, and Tree Removal Permit
A work session to discuss a Preliminary Subdivision, Planning Board Steep Slope Permit, and Tree Removal Permit application involving the proposed subdivision of two (2) existing tax lots into two (2) buildable lots for the purpose of constructing one (1) new single-family home, with related improvements. The proposed lot line would be coterminous with the existing tax lot line. The proposed home would have access from a driveway connecting to Cotswold Way. The Applicant proposes approximately 1,200 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 2,000 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 1,950 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 75 cubic yards of excavation and 0 cubic yards of imported fill. The Applicant proposes the removal of 24 regulated trees, requiring a Tree Removal Permit, and is in the process of preparing a landscaping plan to satisfy the requirements of Chapter 260 of the Town Code. In a memorandum dated February 1, 2024, the Building Inspector determined that the following area variances are required: (1) Minimum lot width (Lot A), from 120 feet (required) to 107.5 feet (proposed); (2) minimum lot size (Lot A), from 20,000 sq. ft. (required) to 16,108 sq. ft. (proposed); (3) maximum floor area (Lot A), from 2,590 sq. ft. (permitted) to 2,680 sq. ft. (proposed); (4) minimum lot size (Lot B), from 20,000 sq. ft. (required) to 15,838 sq. ft. (proposed); (5) minimum lot width (Lot B), from 120 feet (required) to 105 feet (proposed); (6) minimum driveway setback (Lot B), from 16 feet (required) to 3 feet (proposed); (7) setback from patio to property line (Lot B), from 10 feet (required) to 0 feet (proposed); and (8) setback from principal structure to side property line (Lot B), from 18 feet (required) to 11.2 feet (proposed). The property consists of approximately 31,946 sq. ft. (0.73 acres) and is situated on the westerly side of Cotswold Way, at the intersection of Cotswold Way and Kempster Road. The property is located in the R-20 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.530-368-2 & 3.

Case No. PB 25-02 Sultana, 742 Central Park Avenue South (P.O. Scarsdale, N.Y.) – Planning Board Shared Parking Reduction
A work session to discuss a Planning Board Shared Parking Reduction request to facilitate the conversion of approximately 716 sq. ft. of existing, vacant office space into retail bakery space. The conversion would increase the required off-street parking amount to 56 parking spaces, where 55 parking spaces are currently required and 16 exist, necessitating a shared parking reduction of one (1) parking space. The Applicant proposes to convert the office space into a bakery which will not have any seating for customers. No external physical changes to the site are proposed. The property consists of approximately 15,682 sq. ft. (0.36 acres) and is situated on the easterly side of Central Park Avenue South, at the northeast corner of the intersection of Central Park Avenue South and Mt. Joy Avenue. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 78.460-329-3.
