Zoom Conference
 
Board Members Present:   Michael D’Alessandro, Tim Hays, Trudy Holand, Blase Spinozzi
Alternate Member:  Claire Pizzuti, Esq.
Volunteer Counsel:  Joseph Malara, Esq.
First Deputy Town Attorney: David Fried, Esq.
 
  1.  The meeting convened at 5:01 p.m.  A quorum was present.
 
  1. The Chair welcomed the members of the Board.
 
  1. The agenda was unanimously accepted.
 
  1. The minutes of the February 25, 2021 meeting were unanimously adopted.
 
  1. Update on filling vacant seat on the board.
 
  1. Ethics Training update by Mr. Fried.  According to Mr. Fried, the following have participated in Ethics Training to date:  Board & Agency Members 35 percent, Appointed Officers 47 percent.  Mr. Fried indicated that efforts to have everyone compliant with Ethics Training is ongoing, and hopefully will be at 100 percent soon.
 
  1. Financial Disclosure update by Mr. Fried.  Mr. Fried reported that despite the pandemic, and people working from home, nonetheless all the forms have gone out.  At present the compliance is as follows:  Board and Agency members 33 percent, Appointed Officers and Elected Officials at 39 percent.
 
  1. Discussion re amending COE Section 570-8,  (a),  relieving the Town Clerk of the obligation of notifying anyone who is required to file a Financial Disclosure Form and has not complied with the Code’s requirement to file their form no later than May 15th of any given year, by placing said obligation to notify the individual upon the BOE rather than the Town Clerk; (b) further, by shortening the time for notification from thirty (30) days to ten (10) days past the filing date, at which time the BOE  will move to  post the non-compliant individual’s name on the town’s website, where it will remain until such time as the Code is complied with.
 
The Chair informed the Board that the matter was discussed by the Town Board and will be set for public hearing.No date for the hearing has been set as of this time.
 
  1. The Board received correspondence shortly before the commencement of the meeting.  Inasmuch as the Board had not had the opportunity to review the late-arriving correspondence, the Board was unanimous in withholding any comment until the next meeting.
 
  1.  Date set for next meeting, 5 p.m., Thursday, April 22, 2021, by way of Zoom Videoconference.
 
  1. Public meeting adjourned at 5:13 p.m., followed by the Board convening pursuant to Public Officers Law Section 108(3) to discuss legal advice from counsel.
